Three of four Multnomah County commissioners are calling for Chair Jeff Cogan's resignation. During Thursday's board meeting, they will consider a resolution that states Cogan's inappropriate intimate relationship with Health Department employee Sonia Manhas has diminished his ability to lead and has damaged the credibility of the county.

On Wednesday, Manhas submitted a letter of resignation to the county's human resources department.

The letter shows Manhas will remain on paid sick leave until Aug. 30 with a doctor's permission and leave the county with a neutral professional recommendation.

In an e-mail to Multnomah County employees, Manhas said she has been wanting to share her side of "this very complicated, very public story." 

Here's an excerpt from the e-mail:

"I am deeply, deeply apologetic for the harm, disruption, and distraction that my actions have caused to the good work that Multnomah County employees, particularly that Health Department employees, take on every day as public servants.  This work to improve the lives of our most vulnerable neighbors is so important, and it is incredibly painful to accept that I have interrupted and discredited any of your efforts toward the Health Department’s mission."

She also criticized the media for reporting inaccuracies about her work.

On Tuesday, during an interview with KGW-TV, Cogan renewed his apologies to the public, the county, his family and friends. He defended Manhas' working with the county and again said his influence was not a factor in Manhas' recent promotion within the Health Department.

Cogan, during his television interview, and Manhas, in her e-mail, both apologized for any harm that has been done to hinder the progress of the county's "good work."

Cogan said he supports an outside conduct and ethics review to determine if county resources were used in connection to the affair.
